• Chief Executive directing Department of Real Estate and 15 member professional staff responsible for property valuation, acquisition, disposition, leasing, & management of  City's diverse portfolio of 7,500 properties and 3 million square feet of leased space.

• Senior Advisor to the Mayor and elected leaders - responsible for determining the viability of proposed economic and community development ventures; the prudence of committing City funds to them; and the means to attain political consensus among City officials and community leaders for their realization. Media and legislative relations.

• Key figure in City’s development renaissance negotiating complex development and financing agreements including a $300 million public-private joint venture for redevelopment of a contaminated rail yard into a 130 acre waterfront business park; sale of Baltimore City Hospitals to the Johns Hopkins Medical Institutions; the workout, resolution and recovery of millions of taxpayer dollars from developer defaulted loans and guarantees that were owed to the City for various downtown hotel and entertainment venue projects; negotiated stadium and training facility lease agreements with the City's professional sports teams, the former Baltimore Colts and the Baltimore Orioles.

• Vice Chairman of City's Property Utilization Committee - responsible for working with agency heads to optimize utilization and deployment of City's diverse real estate assets.  Designed and developed organizational consensus needed to implement an innovative and inaugural strategic asset management plan together with a supporting asset management information system  for development of property performance criteria and benchmarks.

• Devised novel real estate strategies to solve intractable problems; examples: Great Baltimore Land Rush event sold over 300 "unmarketable" city parcels in one day increasing City tax revenues while decreasing maintenance costs; initiated  tri-party multimillion dollar property exchange to expedite federal court order to resolve overcrowding at City Jail;  orchestrated joint venture to redeploy office space, consolidate public safety agencies, and resolve issues at a crowded, dilapidated courthouse; netted $1 million on negotiated sale of obsolete building with negative value capturing corporate HQ for blighted area creating taxes, jobs, and saving thousands of dollars in annual operating expenses.

Montgomery County, Maryland

• Assembled 28 acre site on behalf of the county for development of 405,000 square feet $290 million Downtown Silver Spring redevelopment, assisting County with the developer selection process

• Route 355 Rapid Bus Transit Project - Cost Benefit Analysis - Served as Real Estate Advisor to formulate an estimate of the property acquisition cost for the 22 mile alignment.
